Alpbach. Der Rechnungshof (RH) will für kommendes Jahr eine Überprüfung der Goldreserven der Oesterreichischen Nationalbank (OeNB) ansetzen. Gold gehöre als Teil der Währungsreserven zum „Kerngeschäft“ der OeNB und falle deswegen in den Aufgabenbereich des Rechnungshofes, sagte RH-Präsident Josef Moser am Rande des Europäischen Forums Alpbach zur „Presse“.
Diese Überprüfung des „Kerngeschäfts“ der OeNB hätte eigentlich schon 2009 stattfinden sollen, wurde aber damals wegen zahlreicher zusätzlicher Sonderprüfungen abgeblasen. Wie die Überprüfung im Detail aussehen wird, ist offen. Das Prüfkonzept liegt noch nicht vor.
Gold im Wert von 11 Mrd. Euro
Österreich verfügt offiziell über 280 Tonnen Währungsgold, die sich in der Obhut der OeNB befinden. Der aktuelle Gegenwert des Goldes liegt bei rund elf Mrd. Euro. Dass ein Teil dieses Goldes im Ausland gelagert wird, ist regelmäßig Anlass für Gerüchte und Kontroversen – vor allem weil die Nationalbank sich bisher weigerte, Details über die Goldlagerung bekannt zu geben.
Am Freitag ließen die Währungshüter aber wissen: Das Gold befinde sich bei der Bank für Internationalen Zahlungsausgleich in Basel, der Bank of England in London und in den Tresoren der Münze Österreich am Wiener Stadtpark. Die Münze ist eine Tochterfirma der Nationalbank. Ihr Geschäftsgebahren wird derzeit ebenfalls vom RH überprüft. Anders als im Falle des deutschen Goldes befinde sich „kein Barren“ des heimischen Währungsmetalls in den Tresoren der Federal Reserve in New York, so ein Notenbanker. Die heikle Frage, wie viel Prozent der Goldreserven sich wo befinden, lässt die OeNB aber weiter unbeantwortet.
„Wir haben immer gesagt, es ist an den wichtigsten Goldhandelsplätzen“, sagte OeNB-Gouverneur Ewald Nowotny in Alpbach. Dies seien London und die Schweiz. Daraus einen logischen Schluss zu ziehen, hätte er Zweiflern schon zugetraut, fügte er hinzu. Und: „Ich begrüße es, wenn diese Rechnungshofprüfung kommt, damit endlich das dumme Thema weg ist“, sagte der OeNB-Gouverneur am Freitag. Der Rechnungshof folgt einem aktuellen Trend. Auch der deutsche Bundesrechnungshof sowie das US-Finanzministerium bereiten „Audits“ der jeweiligen Goldreserven vor.
Letzte Prüfung vor 12 Jahren
„Die Nationalbank steht aber nicht per se im Pauschalverdacht, ihre Aufgaben generell nicht sorgfältig zu erfüllen“, so RH-Präsident Moser. Es lägen keine Indizien für Unregelmäßigkeiten vor. Wie genau die Überprüfung der Goldreserven sein wird, ist noch unklar.
Die entscheidende Frage, ob der RH sich tatsächlich persönlich der physischen Existenz der Goldreserven versichern wird können, kann Moser zu diesem Zeitpunkt noch nicht beantworten. „Ob Prüfungen im Ausland direkt vor Ort möglich sein werden, muss erst völkerrechtlich geklärt werden“, so Moser. Der RH hat die Goldreserven zum letzten Mal vor 12 Jahren unter die Lupe genommen – damals aber auch keine physische Überprüfung vorgenommen.
Die Amerikaner sind da schon einen Schritt weiter: Sie wollen die Goldbarren sogar stichprobenweise anbohren, um mögliche Fälschungen zu entdecken. Der Goldpreis steigt seit mehr als zehn Jahren. In letzter Zeit sind immer wieder gefälschte Barren aus vergoldetem Wolfram aufgetaucht.
